Individual stakeholder interests vs enterprise-wide goals?

In our article "Measuring Enterprise Architecture Effectiveness using Key Performance Indicators", it is stated that "at some point, specific stakeholder interests may have to prevail for enterprise-wider goals" (p. 48). This formulation could lead to some confusion. Initially, we meant to say that specific stakeholder interests that do not align with the longer-term vision may be considered inferior to enterprise-wide goals. This, however, is an interesting discussion in itself: to what extent are specific stakeholder interests inferior to "the greater good"?

My sincerest apologies to both the authors of this article and the JEA readership. Due to a "cockpit error" on my part, the version of this article that I forwarded to the production staff was the next to last version that came out of the editing process. The final version read "specific stakeholder interests may have to make way for enterprise-wider goals".

To answer Wendy's question, "the greater good" is in some sense the integration and reconciliation of all the individual stakeholders' interests. The challenge for architects is not only to effect such integration and reconciliation, but more importantly to get all the stakeholders to participate in that process and understand and commit to the outcome of that process. I.e., in the ideal resolution, there is no difference between the specific stakeholder interests and the greater good. But like most ideals, this is something we can only approximate in the real world. For example, in the real world some stakeholders, if not their concerns, are "more equal" than others...
