PAUL ROSENZWEIG, Red Branch Consulting - Invited Speaker

Paul Rosenzweig is the founder of Red Branch Consulting PLLC, a homeland security consulting company, and a Senior Advisor to The Chertoff Group. Mr. Rosenzweig formerly served as Deputy Assistant Secretary for Policy in the Department of Homeland Security. He is also a Professorial Lecturer in Law at George Washington University and a Visiting Fellow at The Heritage Foundation. He is an advisor to and former member of the American Bar Association Standing Committee on Law and National Security and a Contributing Editor of the Lawfare blog. In 2011 he was a Carnegie Fellow in National Security Journalism at the Medill School of Journalism, Northwestern University, where he now serves as an Adjunct Lecturer.

Mr. Rosenzweig is a cum laude graduate of the University of Chicago Law School. He has an M.S. in Chemical Oceanography from the Scripps Institution of Oceanography, University of California at San Diego and a B.A from Haverford College. Following graduation from law school he served as a law clerk to the Honorable R. Lanier Anderson, III of the United States Court of Appeals for the Eleventh Circuit.

He is the author of Cyber Warfare: How Conflicts in Cyberspace are Challenging America and Changing the World and of two video lecture series from The Great Courses, Thinking About Cybersecurity: From Cyber Crime to Cyber Warfare and The Surveillance State: Big Data, Freedom, and You. He is the coauthor (with James Jay Carafano) of Winning the Long War: Lessons from the Cold War for Defeating Terrorism and Preserving Freedom and co-editor (with Timothy McNulty and Ellen Shearer) of two books, Whistleblowers, Leaks and the Media: The First Amendment and National Security, and National Security Law in the News: A Guide for Journalists, Scholars, and Policymakers. He is also a member of the Literary Society of Washington.

RITA WHITTLE , Executive Director, Security Policy Division

Ms. Whittle is responsible for the GC Security Policy Suite including providing strategic policy direction to departments and agencies to continue to strengthen and mature security management and related performance practices.  She delivers the Government of Canada vision of Security in support of service modernization and trusted program and service delivery. Ms. Whittle graduated from Memorial University of Newfoundland and has acquired a strong knowledge of and significant experience in Security, Identity and authentication, Business modelling, Risk Management, Strategic planning, Information Management, Information Technology, program development and delivery as well as Emergency and Business Continuity management within the Government of Canada.

RON BUSHAR - FireEye / Mandiant - Vice President for Global Government and Executive Director for Services Innovation

Mr. Bushar is a seasoned cyber security leader with extensive Federal Government, Cyber Security, Risk Management, and Network Operations experience. He has over 18 years of experience in the areas of information assurance, information security, cyber operations, and incident response services.

Currently, Mr. Bushar leads a global team of subject matter experts in security operations, incident response, security programs, industrial control system security, and penetration testing that develop and deliver innovative
security programs and solutions and services for commercial and government clients worldwide.

Prior to his work at Mandiant, Mr. Bushar served as the Director of the Department of Justice Security
Operations Center (JSOC) where he led transformative efforts to redefine and restructure key information
security and JSOC operations and capabilities. He served as the Department’s Program Manager for  insider threat program related issues and liaison to the National Insider Threat Task Force (NITTF).  Mr. Bushar led cyber incident response activities for major security incidentsthroughout the Department and its 42 federated components. In November 2011, he received the Justice Management Division Special Commendation Award for his development management of the Department’sInformation Security Assessment and Insider Threat Program.
He also led the Vulnerability Assessment and Penetration Team at the National Geospatial---
Intelligence Agency (NGA), and spent eight years in various cyber operation project management and support roles at ManTech International Corporation. Mr. Bushar began his career in the United States Air Force serving in the Information Warfare Aggressor Squadron at Lackland AFB.

Mr. Bushar holds a Master of Science in Management of Information Systems and a Bachelor of Science in
Electrical Engineering. He is a certified Project Management Professional (PMP), a Certified Information System
Security Professional (CISSP), a Certified Information System Security Architecture Professional (ISSAP), and
maintains a professional membership with the Institute of Electrical and Electronic Engineers (IEEE).

SONYA READ, Acting Senior Director for Digital Policy, Treasury Board – CIO Branch

Sonya began her career in the public service in 1999 with Human Resources Development Canada, working on legislation and regulations, as well as federal provincial agreements, to support the transformation of the Canada Student Loans Program.  Between 2004 and April 2017 she worked at Infrastructure Canada, working on policy issues related to infrastructure and the environment, becoming the Director of the Environmental Initiatives group in 2011.  She joined the Chief Information Officer Branch at TBS in April 2017 and is now the Acting Senior Director for Digital Policy.  She has a Bachelor of Arts (Honours) in political science from Acadia University and a law degree from Western University.

IMRAAN BASHIR, Senior Director of Cyber Security, (CA) Treasury Board - CIO Branch

Imraan Bashir is the Senior Director of Cyber Security within the Chief Information Officer Branch at Treasury Board Secretariat (TBS), where he is responsible for internal government-wide cyber security strategy and oversight functions. This includes the provision of direction (via technical standards, architecture, etc.) to 100+ departments and agencies in order to establish a consistent enterprise-wide security posture and enable the secure delivery of programs and services to Canadians.Imraan first joined the public service in 2009 as a member of the IT Security Team at Indigenous and Northern Affairs Canada before moving to TBS in 2011. Prior to that, he spent 9 years in the private sector as an IT Security consultant, primarily at EDS Canada.

JEFFREY AU, CSE - Head Client Service Department

Jeff completed his Master's in Electrical Engineering from Université de Moncton and is a retired Signals Officer from the Canadian Forces. Following his deployment to Bosnia at NATO HQ, Jeff joined CSE in 2010 and is now leading CSE's ITS Client Service Office. The group is the first point of contact for federal government departments/agencies. They are responsible for providing advice and guidance on matters relating to IT security.
